Yes, if someone makes less than $30k/year they qualify for that thing called the “safety net” that pushes them into poverty. full stop. That is all it takes to knock a person out of being economically productive and turn them into a welfare recipient overnight just by what happened to their income over the course of one day or so doesn’t matter.
